This is part of the capstan on the USS Constitution. It is used to hoist the anchor from the ocean floor back to the ship. Posts would be inserted into each of the holes. Sailors would then use the posts to turn the capstan and pull the anchor up.
Someone spends a lot of time keeping that brass gleaming!
